HBK Engineering performed detailed engineering, permitting and construction support for two miles of two (2) 138kV XLPE underground transmission circuits connecting two substations within downtown Carlisle, Pennsylvania.  The project required topographic surveys, composite utility base map development, geotechnical investigations, vacuum excavation test holes, conduit engineering, final design, construction estimates and schedules, permitting with the Township, State DOT, Norfolk Southern Railroad and County Conservation District, public relations, construction layout, scheduling and cost control from conduit and manhole construction to cable installation and livening.

  • Detailed coordination with the Borough of Carlisle was required to accommodate the multitude of special events the town is known for.
  • The installation involved the crossing of an existing at-grade railroad and an Exceptional Value waterway.
  • The underground transmission line transitioned to overhead transmission at each of the substations.
